Why you need it on the job
Cranes fail through ground conditions and overloading far more often than through mechanical fault. The plan is where the load weight, the radius, the ground bearing and the wind limit get worked out in advance instead of estimated on the day.

Does every lift need a written plan?
Every lift needs planning. Routine repetitive lifts can run under a generic plan, but anything complex or heavy needs its own.
